POSITION SUMMARY:
  • The Municipality of Central Elgin is seeking a dedicated and community-focused Fire Prevention Officer to join the Fire & Rescue Services team. This position is responsible for conducting fire safety inspections, enforcing fire codes, and delivering public education programs to promote fire prevention and life safety throughout the municipality.

RESPONSIBILITIES:

Fire Prevention & Code Enforcement:
  1. Coordinate the fire inspection schedules, reports, orders and administrative functions for the fire prevention division.
  2. Conduct fire safety inspections or residential, commercial, industrial, and institutional properties for compliance and licensing purposes.
  3. Enforce the Ontario Fire Code and applicable municipal bylaws.
  4. Review building plans and permit applications for fire safety compliance.
  5. Investigate complaints and fire hazards, issuing orders where necessary.
  6. Assist in fire investigations to determine origin and cause.
  7. Preparing preplans of inspected buildings as required.
  8. Preparing and maintaining all required records, reports, statistics, correspondence and other material as related to fire inspections/prevention operations.
  9. Assists as an Assistant to the Fire Marshal under the Fire Protection and Prevention Act.
  10. Perform the duties of “Chief Fire Official” under the Ontario Fire Code subject to the parameters of the delegation.
  11. Evaluate, approve, and enforce fire safety plans

 Public Education & Outreach Including:
  1. Coordinate the public education schedules, reports, presentations and administrative functions for the fire prevention division.
  2. Development and delivery of programs related to public fire & life safety and emergency planning education to the general public and identified specific groups within the community.
  3. Organize and participate in public events, safety campaigns, and media outreach.
  4. Maintain and distribute educational materials and resources.
  5. Collaborate with local organizations to promote fire safety and general safety education campaigns.
  6. Is an active member of the Elgin County Fire Prevention Officers Committee.

Other Duties:
  1. Demonstrates a commitment to exceptional customer service, ensuring respectful, timely, and solution-focused interactions with the public and stakeholders.
  2. Must be willing to continue with further education as required and maintain professional competency.
  3. Attendance at meetings as required and liaison duties with other agencies, departments and organizations.
  4. Prepare reports and correspondence related to fire prevention and public education.
  5. Assist in developing department policies and procedures related to fire prevention and public education.
  6. Will respond to fire scenes as directed by the Fire Chief.
  7. Will perform any other duties as assigned by the Fire Chief or his/her designate.


QUALIFICATIONS:
  • Certified NFPA 1031 Fire Inspector Level 1
  • Certified NFPA 1031 Fire Inspector Level 2
  • Certified NFPA 1035 Fire and Life Safety Educator Level 1
  • Certified NFPA 1035 Fire and Life Safety Educator Level 2
  • Certified NFPA 1041 Fire Instructor Level 1
  • Certified NFPA 1035 Public Information Officer (considered an asset)
  • Successful completion of the building code General Legal/ Process exam through the Ministry of Municipal Affairs and Housing. (considered an asset)
  • Successful completion of the building code Fire Protection exam through the Ministry of Municipal Affairs and Housing. (considered an asset)
  • Thorough knowledge of Ontario’s Fire Legislation.
  • Experience with conflict resolution and problem solving.
  • Experience conducting fire inspections and associated reporting and deficiency follow-up.
  • Experience in preparation of reports and correspondence within established timelines.
  • Working knowledge of the Fire Protection and Prevention Act, Ontario Fire Code, Building Code Act, Ontario Building Code, National Fire Prevention Association, Occupational Health and Safety Act as it relates to the fire service, existing standards, related and existing municipal bylaws and legislation.
  • Thorough knowledge of the characteristics of building material and construction practices and have a working knowledge of alarm systems, suppression devices, emergency lighting and internal communications equipment.
  • Ability to read plans, blueprints and a good working knowledge of construction practices.
  • Analytical skills to interpret and apply codes to all situations.
  • Excellent interpersonal and communication skills.
  • Must possess and maintain a valid Ontario Class G Driver’s License.
  • Computer literacy is a requirement. Familiarity with spreadsheets, word     processing, Fire Pro or other Fire Software.
  • Ability to work flexible hours, including evenings and weekends as required by the Fire Chief.
