POSITION OVERVIEW:
  • To assist the Operations Superintendent and provide on-site leadership and technical guidance to the Roads Department. The Roads Department is responsible for storm drainage, roads and all necessary appurtenances, and equipment maintenance.

KEY RESPONSIBILITIES:
 
  1. Program/Service
  1. Assists in the co-ordination of the day-to-day activities of assigned staff under the direction of the Operations Superintendent to ensure assigned tasks are completed to required standards.
  2. Conducts regular inspections of road systems. Recommends action for maintenance and/or repair as appropriate.
  3. Assists the Operations Superintendent and Manager of Transportation & Fleet that accurate records relating to roads patrol are kept.
  4. Assists the Operations Superintendent in preparing work plans, schedules, and priorities.
  5. Responsible for ensuring that the work crew implements Occupational Health and Safety practices.
  6. Works closely with the Operations Superintendent and can assume his/her duties during their absence.
  7. Performs other related duties as assigned by the Operations Superintendent. This may include operation of equipment and trucks or labor duties as the circumstances dictate.
 
  1. Human Resources
  1. Provides leadership to the Roads Department. Make recommendations to the Operations Superintendent or Manager of Transportation & Fleet regarding staffing requirements and assist in the evaluation of same. Provides supervision to contracted help as required.
  2. Works in a manner and with the protective devices, measures and procedures required by the Municipality of Central Elgin and the Occupational Health and Safety Act and Regulations.
  3. Advises immediate supervisor of the existence of any potential or actual danger to health and safety of a worker which he/she is aware.
               
  1. Financial Resources
  1. Not responsible for the preparation of budgets or acquisition of funds.
 
  1. Material Resources
  1. Assist in overseeing the safe operation, security and maintenance of all construction sites and equipment utilized by the Roads Department for maintenance and construction activities.
  2. Assist in the scheduling of equipment maintenance and repair to lessen impact on road maintenance and construction operations.


 
  1. MINIMUM QUALIFICATIONS AND REQUIREMENTS:
  1. Knowledge of construction and maintenance techniques, equipment and heavy machinery operation, as would be obtained with a minimum of 5 years’ experience in road construction and maintenance.
  2. Obtained or willing to obtain the Certified Roads Supervisor (CRS) and other designations.
  3. Proven organizational and leadership skills to effectively manage and support Roads Department staff.
  4. Knowledge of Occupational Health and Safety Act and the collective agreement to promote a safe work environment.
  5. The Ministry of Labour – Supervisor Health and Safety Awareness Training.
  6. Strong communication and interpersonal skills, with the ability to interact tactfully and effectively with the public and municipal staff.
  7. Knowledge of Public Works standards and level of service.
  8. Basic knowledge and use of survey equipment.
  9. DZ-class Driver’s license.
  10. Strong computer proficiency, including experience with a variety of software applications and the ability to quickly learn new systems. Applications include Microsoft Office Suite, WorkTech, Laserfiche, Road Patrol, 511, ArcGIS, etc.
  11. Must have a history of good attendance and reliability.
  12. High School Diploma or equivalent.
  13. Any post-secondary education in a related field is considered an asset.
  14. First Aid & CPR certified an asset.


PHYSICAL SKILL AND EFFORT REQUIREMENTS
6.             Physical Skill and Effort
  1. The ability to walk or stand for long periods of time
  2. Lifting, carrying, or moving heavy objects (typically 25–50 lbs or more).
  3. Climbing, bending, or kneeling frequently.
  4. Tolerating outdoor conditions and varying weather such as but not limited to snow, blizzards, ice storms, rain, heat, smog, etc.
  5. Operating machinery or equipment safely and efficiently


HEALTH AND SAFETY REQUIREMENTS
7.             Working Roads Foreman must be familiar with Sections 25, 26, 27, and 28 of Ontario’s Occupational Health and Safety Act (OHSA) outline the duties of employers, supervisors, and workers. The foreman shall ensure that Section 27 – Duties of Supervisors of the Occupational Health and Safety Act are followed while supervising his/her department.  In Fulfilling their duties as a Foreman, the employee shall:
 
  1. Ensures the safety, maintenance and management of all equipment, vehicles, facilities, and material resources utilized in the provision of services provided by the Roads department to the ratepayers of the municipality.
  2. Ensure employees fulfill their requirements under the Occupational Health and Safety Act as well as those policies adopted and implemented by Council.
  3. Perform regular workplace inspections of all worksites within the Roads Department.
  4. When directed to, convene and/or participate in safety talks and training with staff.
  5. Be involved in accident/incident investigations.
  6. Ensure that new employees are trained and familiar with the Occupational Health and Safety Act as well as the municipality’s policies and procedures.
  7. Ensure that unsafe actions or conditions are remedied.
  8. Review and commend Health and Safety Performance.
  9. Assist the Operations Superintendent in conducting performance appraisals which should include an evaluation of workers’ safety performance.

Employees shall be evaluated annually with respect to the performance of their duties as required under section 27 of the Occupational Health and Safety Act and the Municipality’s policies and procedures. This evaluation will be carried out during the annual performance appraisal to be held on the employee’s anniversary date.


WORK SCHEDULE
  • 40 hours per week.
  • Will be required to work overtime and unusual hours in order to handle Roads Department emergencies and poor weather conditions.
  • Subject to callouts after regular hours for maintenance and winter control including nights, weekends, and holidays. General callouts for winter control work may preclude employees from belonging to any outside organization for which regular attendance or executive involvement is required.
  • Rotating weekend standby is required and calls for both weekends and nights may occur without prior notice. During winter control season may be subject to early call-out
