Chief Building Official

POSITION OVERVIEW:
The Chief Building Official (CBO) is a key leadership position responsible for overseeing and managing building services within the Infrastructure and Community Services Department. The CBO ensures compliance with the Building Code Act and other relevant legislation, manages permit issuance, supervises inspections and plan reviews, participates in consultations under the Planning Act, and engages with the public. The CBO also collaborates with other municipal departments and provides occasional support to the Manager of By-law Enforcement.

The Chief Building Official plays a vital role in ensuring safe and compliant building practices within the municipality. This role demands a blend of technical expertise, leadership, and strong public engagement skills to support and uphold the standards of infrastructure and community services.

KEY RESPONSIBILITIES:

 
  1. Leadership & Management
  • Supervise and mentor the Building Services Coordinator and Building Inspector, fostering professional development and ensuring efficient departmental operations.
  • Oversee the daily functions of the building services team to maintain compliance with municipal policies and procedures.
 
  1. Building Code Act Administration
  • Carry out all duties outlined under the Building Code Act, ensuring the safe construction, occupancy, and renovation of buildings within the municipality.
  • Review and approve construction plans and specifications to confirm compliance with the Ontario Building Code, applicable laws, and municipal standards.
 
  1. Permit Issuance
  • Manage the process of receiving and reviewing applications for building permits, ensuring thorough documentation and adherence to regulatory requirements.
  • Issue building, plumbing, and demolition permits in a timely manner while ensuring all conditions for approval are met.
  • Perform and verify all necessary calculations and fee assessments (e.g., By-laws, Building Code, Development Charges, Plumbing & Sewer).
 
  1. Inspections and Compliance
  • Oversee and conduct inspections of construction sites to verify that all work complies with the approved plans and the Ontario Building Code.
  • Conduct site inspections to determine code compliance or identify hazardous conditions.
  • Address and resolve issues related to non-compliance, issuing various Orders as required under the Ontario Building Code Act and following due procedures.
  • Participate in joint inspections with Fire Chiefs, Health Inspectors, Liquor Control Board Inspectors, and Conservation Authorities as needed.
 
  1. Plan Review and Consultations
  • Lead and coordinate the review of construction plans for compliance with applicable codes and standards.
  • Consult with prospective permit applicants, design professionals, architects, engineers, builders, property owners, and project managers to identify and resolve discrepancies in plans.
  • Attend pre-consultation and consultation meetings to provide comments related to building matters.
 
  1. Public Engagement and Communication
  • Serve as the primary point of contact for building-related inquiries, addressing concerns and providing guidance to property owners, developers, contractors, and the general public.
  • Respond to written and verbal inquiries from the public, contractors, outside agencies, and other levels of government.
  • Represent the municipality in public meetings, hearings, and discussions related to building services and development.
 
  1. Collaboration and Support
  • Work closely with other departments within the municipality, including by-law enforcement, engineering, and planning, to ensure coordinated service delivery.
  • Assist the Manager of By-law Enforcement as needed, providing expertise on building-related by-law compliance.
  • Provide information and advice on Committee of Adjustment applications as they relate to building and by-laws.
  • Respond to Planning and Development inquiries and consult on site plan applications.
 
  1. Record Keeping and Reporting
  • Maintain accurate and comprehensive records of all building permits, inspections, and orders.
  • Prepare documentation for court action and provide evidence and testimony when necessary.
  • Report zoning violations of municipal by-laws and support enforcement efforts.
  • Prepare detailed monthly reports for council in conjunction with the Building, By-law, and Animal Control departments.
 
  1. Knowledge of Municipal By-laws and Plans
  • Maintain thorough knowledge of the municipality's Official Plan, zoning by-laws, and other applicable by-laws to ensure consistent and compliant service delivery.
 
  1. Health & Safety
  • Adheres to all Health and Safety policies and procedures.


QUALIFICATIONS AND REQUIREMENTS:
  • Three-year College Diploma in Civil Engineering/Architectural or equivalent experience.
  • Successful completion of Provincial Bill 124 exams: Legal/process for the Chief Building Official, House, Plumbing – House, HVAC – House, On-Site Sewage Systems, Building services, Building Structural, Complex Buildings, Large Buildings, Plumbing All Buildings, Small Buildings
  • Minimum of five (5) years of experience is an asset.
  • Valid Ontario Driver’s Licence.
  • Working knowledge of the Planning Act, the Municipal Act, and the Provincial Offences Act.
  • Specific and extensive knowledge of the Ontario Building Code, the Building Code Act, and accepted construction and plumbing practices.
  • Technical knowledge of the planning and zoning process.
  • Technical knowledge of the site plan control process.
  • Certification as CBCO, MAATO, and/or CET is an asset.
  • Strong leadership, management, and interpersonal skills with a proven track record of supervising and developing a team.
  • Excellent communication skills, both verbal and written, for effective public engagement and reporting.
  • Ability to work collaboratively with other municipal departments and maintain strong professional relationships.
  • Proficiency in relevant software and technology used in building services operations.


JOB SPECIFIATIONS
Location:              450 Sunset Drive, St. Thomas, Ontario, Canada
Job Type              Full-time
Rate of Pay:         $48.52 - $57.76 (Band 11)
Hours of Work:     The normal workweek consists of 40 hours; Monday to Friday. Will be required to work outside and beyond the normal hours of  work.
